What exactly expires
What expires is the collection action: the ability of the authority to demand payment. In Colombia the general term applied is three years counted from the date of the event behind the ticket.
That count is not a timer that runs untouched to the end. It is interrupted by collection actions, the most common being notification of the payment order. When that happens, the clock restarts.
So the useful question is not how long until it expires, but what actions have already been taken on that ticket. Two fines from the same date can be in completely different situations.

What a fleet should actually do
Detect early. Most of the money fleets lose on fines is not lost by breaking rules, it is lost by finding out late and paying without the discount.
Review the notification. If the ticket came from electronic detection, the form and timing of the notification matter, and there are real cases where contesting is worth it.
And keep the full trail per vehicle: event date, notification date, actions taken and status. Without that, any expiry analysis is guesswork.
