What the PESV is, and why it applies even if you are not a transport company

Colombia strategic road safety plan is not a document you file: it is a management system that gets audited. Most mid-size fleets find out it applies to them once the inspection is already scheduled.

The underlying idea

The PESV starts from an uncomfortable premise: if your operation puts vehicles and drivers on the road, the crashes that happen there are a risk owned by your organization, not bad luck on the part of the driver. Everything else follows from that.

That is why it is built as a management system, with the same plan-do-check-adjust skeleton you already know from occupational health and safety. It is not a form: it is evidence that controls exist and get executed.

In Colombia the transport superintendency verifies it, and it does so by asking for records. An audit never asks whether the plan is written; it asks whether you can show the inspections, the maintenance and the training of the last few months.

Who it covers

Organizations that own, contract or manage vehicle fleets, and also those that hire or manage drivers, regardless of whether transport is their business. A construction company, a field services firm or a pharmacy chain with home delivery are covered just like a freight operator.

The current rules scale the requirement into levels based on fleet size and number of drivers: more vehicles, more required steps. Confirm which level applies before building anything, because the scope of the plan follows from that and not the other way around.

The most common mistake is assuming only owned vehicles count. Contracted vehicles, and employee vehicles used for company tasks, usually fall inside the scope.

Driver screening and verification, valid licenses, recorded training, alcohol and drug policy, driving hours control.

Safe vehicles

Preventive maintenance with evidence, daily inspection before operating, valid documents and a logbook per vehicle.

Safe infrastructure

Critical routes identified, known risk points, conditions of yards and loading areas.

Victim response

A protocol for what the driver does after a crash, who they call, what they record and how it gets investigated afterwards.

Frequently asked questions

From how many vehicles does the PESV apply?

The rules define levels of requirement based on the number of vehicles and drivers in the organization. Confirm your level against the current resolution before sizing the plan, because the scope differs significantly between levels.

Is the PESV the same as the occupational safety system?

No, but they share structure and feed each other. Many organizations reuse the risk matrix and training records they already keep for occupational health and safety.

Can I use a downloaded or purchased PESV?

As a template, it saves you from starting from zero. As evidence, no: what gets audited is your real records, and those do not come with any template.
